NEET Counselling 2019

NEET Counselling 2020 will be conducted by the Medical Counselling Committee of the Directorate General of Health Services. Registration for Counselling will start in the month of June 20. The detailed schedule on counselling will be updated here as soon as it is available. Candidates who have been qualified with the required cutoff marks can participate in NEET counselling and gain admission to Medical/Dental institutes of their choice. Counselling for NEET 2020 will be conducted online. NTA does not conduct counselling, it is limited to conduct of the entrance test. MCC/DGHS will be doing Counselling for 15% AIQ, 100% Deemed Universities, Central Universities (Delhi University, AMU & BHU including Institutional/Domicile Quota), ESIC & AFMS and 100% seats of VMMC & SJH (15% AIQ + 85% Institutional Quota).

NEET UG Registration for Counselling

NEET UG Counselling Registration (https://mcc.nic.in/UGCounselling/registration/RegisterVerify ) is open now. Candidates can visit the link and register for the process by entering – Roll No, Application number, Name, Mother’s name, DOB, Mobile number, Email ID and Security pin.

Eligibility for NEET UG 15% All India Quota Counselling

All candidates who have qualified for All India Quota seats on the basis of their rank in NEET UG except J&K candidates are eligible for AIQ.

Eligibility for NEET UG Deemed Universities Counselling

All candidates who have qualified for All India Quota seats on the basis of their rank in NEET UG including J&K candidates are eligible for Deemed Universities Counselling.

Eligibility for NEET UG Central Universities Counselling

  1. For Delhi University (LHMC, UCMS, MAMC): 15% Seats will be contributed to All India Quota & for the rest 85% seats, candidates who have studied 11th & 12th grade in Delhi are eligible for Institutional Quota of 85%.

  2. For Aligarh Muslim University (AMU): As there is 50% Institutional reservation for the candidates who have studied from their schools for the last 3 years. The rest 50% of seats will be open to all eligible candidates for NEET.

  3. For BHU: All candidates who are eligible for NEET counselling will be eligible to participate in BHU Counselling for all seats of BHU.

  4. For Faculty of Dentistry, Jamia Millia Islamia, Delhi: 03 (Three) seats of BDS are under internal quota of Jamia Millia Islamia, Delhi and 47 (forty seven) seats of BDS as per the category mentioned in seat matrix are open to all. Students of Jamia who have passed their qualifying examination (X or XII) from Jamia Schools as regular students are eligible for participation under internal quota of Jamia Millia Islamia, Delhi.

  5. For VMMC & SJH: 15%+AIR seats of Institute Quota for AIQ and rest for candidates of Delhi who have studied 11th and 12th standard in Delhi

Eligibility for NEET UG ESIC Counselling

15% of seats would be allotted through All India Quota and seats left over after contribution to state quota would be reserved for candidates who are Wards of Insured persons of ESI.

Eligibility for NEET UG AFMS Counselling

Candidates who desire to participate in AFMS Counselling will be allowed to register with an option that they are willing to take part in AFMS Counselling and the list of such candidates will be sent to AFMS Authorities for conducting Offline counselling with respect to Physical Fitness and Personality Test. The result will be sent back to MCC for display on MCC website.

NEET (All India Quota) Counselling Procedure

NEET counselling for All India quota seats will be conducted in two rounds in online mode. Qualified candidates will be required to register themselves to participate in All India quota counselling of NEET after downloading their NEET 2020 rank letters issued by the authority.

Everything related to NEET Counselling is available at Medical Counselling Committee (MCC) (https://medicalcounseling.nic.in/UGCounselling). Candidates who want to attend counselling must first visit this website for registration, schedule details and all other important updates regarding counselling.

Counselling Process for All India Quota

  1. Candidate Registration: Candidates should register for All India quota first round , in online mode. They must pay the required fee before the last date so that they can participate in the 1st round of counselling
  2. Choice Filling and Locking: After registration, candidates will have to choose the courses and colleges of their preference and finally lock-in their preferences in the online portal.
  3. After choice filling and locking of round 1, seat allotment results and reporting to college against round 1 seats allotment is done

    For example:

    1. If a candidate is allotted seat, then he/she must report to the allotted institute, complete formalities and give willingness as follows: (free exit/entry option available)
      • Willingness for up-gradation in 2nd round YES/NO: Candidates who have given willingness as Yes for up-gradation 2nd round can go to 2nd round

    2. And if a candidate is not allotted any seat then he/she can go to 2nd round. Candidates registered for 1st round need not register again for 2nd round nor pay any fees. The choices which were submitted in the 1st round will be treated as null and void. Fresh Choices submission for seat allotment in 2nd round is mandatory.

  4. New Registration (Round 2): Before the second round of All India quota counselling of NEET 2019 begins, All India quota registration facility will be open for the candidates who couldn’t register in first round of All India quota counselling.

  5. Fresh Choice Filling and Locking (Round 2): Similar to All India quota counselling round one, candidates will be given a chance to enter new choices and prioritize their course and college preference in the portal. Finally candidates will be required to lock their preferences before the last day of locking preferences.
  6. If a candidate is allotted seat in 2nd round then he/she must exit with Forfeiture of security fees (Rs. 10,000/-) within 2 days of publishing of 2nd round result. And report to the allotted institute to complete the admission formalities.

    Note
      • Candidates joined in 2nd Round of All India Quota Counselling will not be allowed to resign/leave the seat.

      • Non joined/Not reported seats will be reverted back to the State Quota.

Counselling Process for Deemed/Central Universities

  1. Candidate Registration: Candidates should register for All India quota first round , in online mode. They must pay the required fee before the last date so that they can participate in the 1st round of counselling
  2. Choice Filling and Locking: After registration, candidates will have to choose the courses and colleges of their preference and finally lock-in their preferences in the online portal.
  3. After choice filling and locking of round 1, seat allotment results and reporting to college against round 1 seats allotment is done

    For example:

    1. If a candidate is allotted seat, then he/she must report to the allotted institute, complete formalities and give willingness as follows: (free exit/entry option available)
      • Willingness for up-gradation in 2nd round YES/NO: Candidates who have given willingness as Yes for up-gradation 2nd round can go to 2nd round

    1. Candidates joined in 2nd round of counselling will not be allowed to resign/leave the seat and they will not be allowed in any other counselling. No up-gradation will be allowed from the 2nd Round to DGHS Mop Up round. No provision of up-gradation facility would be provided in Round-2

    2. Eligibility for exit with forfeiture of tuition fees within two days after publishing of round-2 result:-

      • All the candidates upgraded from round-1, allotted seat in round-2 but did not report at the college.
      • Candidates freshly registered in round-2, allotted the seat in round-2 and did not report at the college.
    3. Candidates allotted the seat in round-2 and report at the college are not eligible to resign/surrender their se
  7. If a candidate is not allotted seat in 2nd round then he/she is eligible for Mop-up round. The Mop-up round by DGHS includes seats of institutional quota of Central Universities. A new or fresh registration will be available at mentioned date.

  8. Choice Filling and Locking (Mop-up round): After registration, candidates will have to choose the courses and colleges of their preference and finally lock-in their preferences in the online portal.

  9. Result of Mop-up round will be published, and candidates must report to the allotted Deemed/Central universities.

  10. Vacant seat (due to non-joining/non-reporting) will be sent back to Deemed/Central University on 26th August (Mop up counselling on stray vacant seats by respective Universities)

Documents required during the Joining/Reporting of allotted Medical/Dental College

  1. Admit Cards of Exam issued by NTA.

  2. Result/Rank letter issued by NTA.

  3. Date of Birth Certificate (if Metric Certificate does not bear the same) else Class 10th Certificate

  4. Class 10+2 Certificate

  5. Class 10+2 Marks Sheet

  6. 8 Passport size photograph same as affixed on the application form

  7. Provisional allotment letter generated online

  8. Proof of identity (Aadhar/ PAN/ Driving Licence/Passport)

  9. For NRI/OCI candidates appearing for Deemed Universities following documents are mandatory:

    • Passport copy of sponsorer, embassy certificate

    • Sponsorship affidavit (stating that sponsorer is ready to bear the expenses for the whole duration of study)

    • Relationship Affidavit (Relation of Candidate with the sponsorer)

  10. The candidate should also bring the following certificate, if applicable:

    1. SC/ST Certificate issued by the competent authority (in the standard format as specified) and it should be in English or Hindi in language. Sub caste should be clearly mentioned in the certificate. Some of the States insist for English version of Caste Certificate. In case the certificate is in regional language the candidate should carry a Attested translated copy of the certificate in English/Hindi.

    2. OBC certificate issued by the competent authority. The sub-caste should tally with the Central List of OBC. The OBC candidates should not belong to Creamy Layer to claim OBC reservation benefit. The OBC certificate must be in the standard format as specified.

    3. Disability Certificate issued from a duly constituted and authorized Medical Board for 21 Benchmark Disabilities as per the Rights of Persons with Disability Act 2016 (RPWD Act, 2016). No other PWD certificate, issued by any other Authority/Hospital will be entertained

Who is in charge of Counselling?

  • The Counselling for successful candidates under 15% All India Quota seats and all seats of Deemed Universities/Central Universities/Seats of ESIC & AFMC including Delhi University (DU), BHU & AMU will be conducted by the MCC/DGHS.

  • Whereas, the counselling for admission in seats under the control of other States/Universities/Institutions shall be conducted as per the notifications issued separately by the authorities concerned.

Instructions for Counselling

NEET Counselling is primarily conducted for,

  1. 15% All India Quota seats

  2. Other than 15% All India seats

  1. Counselling for seats under 15% All India Quota:

    • The 15% All India Quota represents the reservation that enables any candidate from India to join a college outside his state. In other words, a non domicile of a state can join a particular college of that state under this quota.

    • This NEET counselling 2019 will be conducted for the 15% All India Quota (AIC) of the total seats of all the government colleges (except for colleges of J and K state), all the seats of Central and Deemed Universities, seats reserved for Wards of Insured Persons (IP quota) in Employees’ State Insurance Corporation (ESIC) medical colleges and seats available at the Armed Forces Medical College (AFMC) Pune.

  2. Counselling and admission other than 15% All India Seats:

    • Candidates wishing to apply for admission in State Medical Colleges/Universities/Institutions using merit list of NEET (UG) – 2019 shall follow the instructions of the State Government and/or authorities of the Medical/Dental colleges/Institution/University concerned for counselling. Counselling for Private Medical Colleges (except Deemed) will be with the respective State Governments.

    • The admitting/counselling authorities will draw merit list of the candidates in the respective categories declared by the candidates at the time of applying for admission/counselling. The NTA will not make any change in candidates‟ data after the opportunity for the same is given. In no case, the change of data submitted by candidate in the online application form shall be made by NTA , after declaration of result.

    In the application form, categories of the candidates have been obtained as per Central Category List. For the counselling and admission on seats other than 15% All India Quota Seats, candidates will register for counselling as per their eligibility by giving the category based on the State category list and merit list will be prepared accordingly by the concerned Counselling Authority. The domicile criteria would be as per the State concerned and NTA has no role to play in it.
