JIPMER Reservation Criteria 2019

The MBBS course offered by JIPMER is limited to 200 seats of which 150 seats belong to JIPMER, Puducherry and 50 seats belong to JIPMER, Karaikal. JIPMER follows reservation policy and based on that policy reserves a certain percentage of seats for various categories under vertical and horizontal reservation. There are sub-categories in both horizontal reservation and vertical reservation. And each sub-category reserves a certain number of seats according to the existing reservation policy. The sub-categories in Vertical reservation include – UR, OBC, SC, ST, EWSs, P-UR, P-OBC, P-SC, P-ST, P-EWSs, NRI/OCI. And the sub-categories for Horizontal reservation include – PwD, P-PwD. *P-ST- The notification of the Ministry of Law and Justice (Legislative Department), Government of India, New Delhi has published the notification of G.S.R.1167 (E) “C.O.268”- Constitution (Puducherry) Scheduled Tribes Order, 2016, dated 22nd December, 2016.

Applicants are requested to note that, in reference to ‘Economically Weaker Sections (EWS) category’. EWSs quota is withheld and will be considered under UR category.

2. Horizontal reservation

The number and distribution of seats may vary depending upon the periodic directives / decisions from the competent authority and Government of India.

Definitions of Categories

  1. Unreserved (UR)
  2. A candidate who is an Indian national satisfying the requirement of eligibility as prescribed by the Medical Council of India.

  3. Other Backward Classes (OBC) (NON-Creamy Layer)
  4. Applicants are required to ensure that he/she does not belong to the person s/sections (Creamy Layer) mentioned in Column 3 of the Schedule to the Government of India, Department of Personnel & Training O.M. No. 36012/22/93-Estt. (SCT) dated 08/09/93 which is modified vide OM No. 36033/3/2004 Estt. (Res.) dated 09/03/2004 or the latest notifications of the Government of India (i.e. Central list) in support of his/her claim.     OBC Certificate must be in the prescribed format. Certificate to be produced during counselling should NOT be older than ONE Year on date of first counselling. (Between 25.06.2018 and 26.06.2019).

  5. Scheduled Caste (SC) / Scheduled Tribe (ST)
  6. Applicants will be required to produce the necessary certificate in the format provided. During counselling the certificate as prescribed in M.H.A., O.M., No. 42/21/49 - N.G.S. dated the 28.1.1952, as revised in Dept. of Per-& A.R. letter No. 36012/6/76-Est. (S.CT), dated the 29.10.1977, to be produced by candidate belonging to a Scheduled Caste or a Scheduled Tribe in support of his/her claim. SC/ST Certificate must be in the prescribed format.

  7. Economically Weaker Sections (EWSs) (Newly Added as per GoI)
  8. Applicants who are not covered under the scheme of reservation for SCs, STs and OBCs and whose family has gross annual income below Rs. 8.00 lakh (Rupees eight lakh only) are to be identified as EWSs for the benefit of reservation. Income shall also include income from all sources i.e. salary, agriculture, business, profession, etc. for the financial year prior to the year of application.

    Also persons whose family owns or possesses any of the following assets shall be excluded from being identified as EWS, irrespective of the family income:

    • 5 acres of agricultural land and above
    • Residential flat of 1000 sq. ft. and above
    • Residential plot of 100 sq. yards and above in notified municipalities
    • Residential plot of 200 sq. yards and above in areas other than the notified municipalities

    The property held by a "Family" in different locations or different places/cities would be clubbed while applying the land or property holding test to determine EWS status.

    The term "Family" for this purpose will include the person who seeks benefit of reservation, his/her parents and siblings below the age of 18 years as also his/her spouse and children below the age of 18 years.(As per the Office Memorandum F.No.36039/1/2019 dt 31st January 2019 by Ministry of Personnel, Public Grievances & Pension &F.No.A11013/01/2019 dt 28th February 2019 by Ministry of Health & Family Welfare, Government of India.

    Puducherry – Unreserved (P-UR)

    A candidate is considered to belong to the UT of Puducherry (P-UR), if he/she satisfies at least one of the following domicile criteria:

    • Those candidates or whose parent (either mother or father or both) or Guardian (in the case of children who have lost both parents) has been residing continuously in this Union territory for at least five years immediately preceding the closing date of application.
    • Those who have passed SSLC/HSC or any other public examination and for that purpose had undergone academic studies continuously for 5 successive classes immediately preceding the qualifying examination (including the year of the qualifying examination) in recognized education institutions (s) located in Puducherry Union Territory and having their residence in the Puducherry Union Territory for five years continuously during that period.
    • Children whose parents are Central Government Servants, State Government Servants, Defence Personnel, Central Paramilitary Forces, Employees of Public Sector Undertakings wholly or substantially run either by the Central Government or by the Puducherry union Territory administration, posted and serving in the Puducherry Union Territory for at least a minimum continuous period of three years immediately prior to the last date of submission of application
      AND

  9. Children of Defence Personnel who were killed or disabled in action and who have declared Puducherry as their home town.
Guidelines regarding admission of students with “Specified Disabilities” under the Rights of Persons with Disabilities Act, 2016

1. Disability Type: Physical Disability

  1. Leprosy cured person - Attention should be paid to loss of sensations in fingers and hands, amputation, as well as involvement of eyes and corresponding recommendations be looked at.
  2. Cerebral Palsy - Attention should be paid to impairment of vision, hearing, cognitive function etc. and corresponding recommendations be looked at.
  3. Dwarfism
  4. Muscular Dystrophy
  5. Acid attack victims
  6. Others such as Amputation, Poliomyelitis, etc., - Both hands intact, with intact sensations, sufficient strength and range of motion are essential to be considered eligible for medical course

Specified Disabilities in Visual Impairment
Persons with Visual impairment / visual disability of more than 40% may be made eligible to pursue Graduate Medical Education and may be given reservation, subject to the condition that the visual disability is brought to a level of less than the benchmark of 40% with advanced low vision aids such as telescopes / magnifier etc.

Persons with hearing disability of more than 40% may be made eligible to pursue Graduate Medical Education and may be given reservation, subject to the condition that the hearing disability is brought to a level of less than the benchmark of 40% with the aid of assistive devices. In addition to this, the individual should have a speech discrimination score of more than 60%.

It is proposed that for admission to Medical course the Speech Intelligibility Affected (SIA) score shall not exceed 3 (Which will correspond to less than 40%) to be eligible to pursue the Medical course. The individuals beyond this score will not be eligible for admission to the Medical course. Persons with an Aphasia Quotient (AQ) up to 40% may be eligible to pursue Medical course but beyond that they will neither be eligible to pursue the Medical course nor will they have any reservation.

2. Disability Type: Intellectual disability

  1. Specific learning disabilities (Perceptual disabilities, Dyslexia, Dyscalculia, Dyspraxia & Developmental aphasia)
    Currently there is no Quantification scale available to assess the severityof SpLD ,therefore the cutoff of 40% is arbitrary and more evidence is needed.
  2. Autism spectrum disorders

However, the benefit of reservation/quota may be considered in future after developing better methods of disability assessment. Equal to or more than 40% disability or if the person is deemed unfit to perform his/her duties. Standards may be drafted for the definition of “fitness to practice medicine”, as are used by several institutions of countries other than India.

4. Disability Type: Chronic Neurological conditions and Blood Disorders

Must consider all above while deciding in individual cases recommendations with respect to presence any of the above, namely, Visual, Hearing, Speech & Language disability, Intellectual Disability, and Mental Illness as a component of Multiple Disability. Combining Formula as notified by the related Gazette Notification issued by the Govt. of India

(where a= higher value of disability % and b=lower value of disability % as calculated for different disabilities) is recommended for computing the disability arising when more than one disabling condition is present in a given individual. This formula may be used in cases with multiple disabilities, and recommendations regarding admission and/or reservation made as per the specific disabilities present in a given individual.
