AIIMS Counselling for 2019 commenced on 20th June 2019, New Delhi. The list of eligible candidates for Online counselling/Seat allocation through Mock Round/1st Round has been released. Candidates who have scored the required cut off in the AIIMS examination will be eligible to participate in the counselling process. There will be 3 rounds of AIIMS counselling followed by AIIMS Open counselling round. Candidates who are included in the merit list of AIIMS will only be allocated seats. Selection of seats will be done by candidates at the beginning of counselling process after registration and seats will be allotted based on the availability. Counselling will require candidates to bring certain documents and certificates which is given below.
The total numbers of candidates eligible for the Mock Round/1st Round of Seat Allocation/Online Counselling are four times the actual number of seats advertised in each category.There are a total of 1205 seats available across 15 AIIMS institutes.
If the actual numbers of seats are not filled from the list of candidates eligible for the Mock Round/1st Round of Seat Allocation/Online Counselling, qualified candidates who are subsequent in the merit list for each category may be called for later rounds of Seat Allocation/ Online Counselling.
Candidates will be allocated their choice/s of the Institute through the Online counselling process as per their rank in their respective category. Choice thus made will be final and no further claim will be entertained in this regard thereafter.
All candidates (including those not mentioned in this list) may view/download their results in the website www.aiimsexams.org.
As the exam was held in four shifts, AIIMS is following normalization method to calculate the marks obtained by candidates.
Even if the candidate does not wish to change the choices or their order, he/she must login at least once to record their willingness to participate in 2nd Round of counselling from 15/07/2019 (5:00 PM) to 17/07/2019 (5:00PM) on the portal otherwise he/she will be treated ineligible for 2nd Round of seat allocation.

Documents Required for AIIMS MBBS 2019 Counselling
- Birth certificate of the candidate.
- High school certificate of the candidate.
- Migration certificate of the candidate.
- AIIMS MBBS 2019 Admit Card.
- AIIMS MBBS 2019 Call letter issued by the institution during the counselling.
- 12 current Passport size photos.
- Mark sheet of the candidate showing the 60% marks for the UnReserved (UR)/Other Backward Class (OBC) candidates, 50% marks for the Scheduled Caste (SC)/Scheduled Tribe (ST) candidates as an aggregate of marks scored in English, Physics, Chemistry, and Biology.
- A self-attested copy of the certificates.

AIIMS 2019 Counselling Procedure in detail
There would be 3 counselling rounds – First, Second and Third. Also an open round and spot counselling will also be held by the authority in case of any vacant seats. Candidates included in the merit list are eligible to participate in the counselling process.
|1. Counselling Registration|
The first-time eligible users are required to register for counselling using the link provided below. Candidates are required to enter their Candidate ID and Password to get into the Counselling Portal where the eligible aspirants need to register themselves for the counselling of AIIMS MBBS 2019 and create a new password.
|2. Filling and locking of choices (selection of AIIMS institutes)|
Candidates must click on ‘Make Choice’ button, in order to submit the preferences. To add the choice, click on the drop-down and select the AIIMS institute and click on ‘Add-Choice’. And to remove the choices filled, click on the delete button against the AIIMS institute chosen. Candidates must not forget to save the preferences after making changes. To reorder the choices, use the up and down arrows or drag and drop the choice of AIIMS institute to the particular position in the list.
Once the options are submitted, aspirants will be required to click on the submit and lock choices tab and accept the declaration form. Aspirants will be asked twice to lock the preferences, as once locked and submitted, no modifications and changes can be done.
|3. Mock allotment result|
After filling of choices for mock counselling, the result will be announced in the second week of July 2019. The mock allotment will be conducted to provide an idea to candidates regarding the counselling procedure and how the seat will be allotted to them on the basis of their choices.
|4. Editing and final submission of choices|
In this step, candidates will be given an opportunity to edit and delete the choices submitted before, if needed. It must be noted that the choices cannot be edited after final submission. To submit the new choices, click on the option ‘submit and lock choices’ tab. The declaration page will be displayed and candidates need to accept it. In the next step, click on ‘submit and lock choices’ button for final submission.
If any student fails to submit the preferences for round one, then the choices filled for mock round will be considered final for the first round.
AIIMS 2019 Merit List
Based on the result of the Competitive Entrance Examination, merit lists will be prepared as below based on Percentile Scores:
- Common Merit list: Subject to the Govt. of India, DOPT. O.M.No. 36011/1/98. Estt. (Res), Dated 1st July 1998, it is clarified that only such SC/ST/OBC candidates who are selected on the same standard as applied to general candidates shall not be adjusted against reserved vacancies. In other words, when a relaxed standard is applied in selecting an SC/ST/OBC candidates, for example in the age-limit, experience, qualification, permitted number of chances in written examination, extended zone of consideration larger than what is provided for General category candidates etc. The SC/ST/OBC candidates are to be counted against reserved vacancies. Such candidates would be deemed as unavailable for consideration against the unreserved vacancies.
Therefore a reserved candidate will be considered on General Seat only if no relaxation of the eligibility level (i.e. % of marks) and at cut-off level in MBBS Entrance Examination is given.
- Scheduled Caste candidates list

- Other Backward Classes candidates list
In each category i.e. UR, OBC, SC & ST, the total number of candidates eligible to participate in the First Round of Online Seat Allocation /Counselling will be 4 times the number of seats available in each category. The Online Seat Allocation / Counselling for admission to MBBS course in Nine AIIMS will be held through an automated process based on the choice exercised by qualified and eligible candidates. The details of the schedule guideline and procedure will be intimated in due course on Official website.
Inter se merit of two or more candidates in the same category obtaining equal total Percentile Scores in the competitive Entrance Examination will be determined in order of:
- Candidates obtaining higher in Biology in the Entrance Examination
- Candidates obtaining higher in Chemistry in the Entrance Examination
- Candidates obtaining higher in Physics in the Entrance Examination
- Candidates older in age
General Rules Adopted For 1st round of Online Seat Allocation/Counselling
Merit shall be the guiding and overruling principle for counselling.
The merit list which was published earlier shall be used to determine merit
All candidates whether of the unreserved or appropriate reserved category shall be eligible for the unreserved category seats in order of merit
Unreserved category candidates are not eligible for reserved category seats
The Seats available for allocation are divided into following categories: Unreserved (UR), OBC (Other Backward Class), Scheduled Caste (SC), Scheduled Tribe (ST), PWBD (Persons with Benchmark Disability)
All reservations other than for PWBDare vertical reservations (reserved only in the respective categories)
PWBD Reservations are horizontal reservations (across categories) according to a point-based roster
PWBD seats that remain vacant during1st round of Online Seat Allocation/Counselling will be released for counselling in the 1st round itself in their respective categories.
Every candidate shall be allocated his/her best choice available for that rank in the 1st Round
If, for a particular rank, a candidate, has been allotted his/her best choice which is available in both the open merit (unreserved) category as well as a reserved category (wherever applicable) then the seat shall be allocated under the unreserved category and not the reserved category.
For Persons with Benchmark Disability (PWBD) reservation as applicable shall be followed and seats shall be allocated in their respective category according to merit.
PWBD candidates are eligible only for the category to which he/she belongs i.e. If a candidate belongs to a reserved category, he /she is eligible for a seat only under that category and not in the unreserved category (horizontal reservation)
Vacant seats in earlier rounds of counselling can be allotted in subsequent rounds by following the above rules.
All those candidates who filled choices in the Mock Round but did not edit (reorder/add/delete) their choices were considered for the 1stround of counselling.
Participation in the 1st round is mandatory to be eligible for the 2nd round of online seat allocation/counselling for MBBS-2019.
AIIMS Counselling 2nd Round
Eligibility for Counselling 2nd Round
- The candidates who have opted Option - 2 (ACCEPT allotted seat and WANT to participate in 2nd round of Seat Allocation)
- Candidates who have chosen Option - 4 (Decline/Refuse allotted seat and want to participate in 2nd Round of seat allocation) and have deposited Original Documents/DD
- All the candidates who were eligible to participate but were not allocated seat in 1st round of Seat Allocation/Counselling as per the choices filled
Who are not eligible for the 2nd round?
- Candidates who did not participate in1st round.
- Candidates who were allotted seat in the 1st Round but did not choose any option online to proceed by 4th July2019, 5.00 PM
- Candidates who were allotted seat in1st Round and who chose Option 1 and completed necessary formalities by 4th July, 2019, 5:00 PM
- Candidates who were allotted seats and chose option 1, 2 or 4 but did not submit required documents/Demand Draft at AIIMS by 4th July, 2019, 5.00 PM
Procedure for 2nd Round Counselling
Eligible candidates for the 2nd Round will have to login for MBBS-2018 Online Seat Allocation/Counselling portal. The link for the portal will be activated for eligible candidates in the MyPage and the portal will show the seat filled by the candidates in the 1st Round of counselling.
The candidates can edit (add, delete, reorder) choices (AIIMS). Even if the candidate does not wish to change the choices or their order, the candidate must login at-least once to record their willingness to participate in 2nd Round by the dates specified in the Important Dates link.
For the candidates who had chosen Option 2 (Accept allotted seat and WANT to participate in 2nd round of Seat Allocation) in the 1st Round of Online Seat Allocation/Counselling, the already allotted choice (AIIMS) cannot be deleted from the choices. They can add, delete, reorder other choices. Any choice lower than the already allotted seat will NOT be considered for 2nd Round of Seat Allocation/Counselling.
The Portal will be opened for dates specified in the Important Dates link in the Portal. The choices made by the candidate will be locked either by the candidate OR automatically on the last date and time specified in the important dates.
All the candidates who are allocated seats in the 2nd Round are required to login to the MBBS-2019 Online Seat Allocation/Counselling portal and actively choose one of the following options within the specified date and time :
Option 1 – Accept allotted seat and DO NOT wish to participate in further rounds of Seat Allocation
Option 2 – Accept allotted seat and WANT to participate in 3rd round of Seat Allocation [Candidates choosing Option-2 must join the seat allotted by upgradation in subsequent round. Such candidates cannot retain seat allotted earlier. Failure to join the seat shall lead to impositions of penalty of Rs. 1.00 Lakh.]
Option 3 – Decline/Refuse the allotted seat and DO NOT wish to participate in 3rd round of Seat Allocation
All the candidates who are allocated seats and who choose to Accept as in Option 1 and 2 are required to report to allocated AIIMS within the specified date and time and are required to deposit original certificates/Demand Draft of Rs. 1 Lakh and other documents that will be mentioned in result notification of the seat allocation of the 2nd Round of Online Counselling.
Candidates availing constitutional reservation in the 2nd Round must show valid proof of their claim for reserved seat at allocated AIIMS when they are depositing original certificates/Demand Draft of Rupees 1Lakh. In case they do not have the valid certificate then their claim for the reserved seat allocated in 2nd Round will be nullified and they will be eligible to appear in the 3rd Round as UR candidate provided they deposit the original certificates/Demand Draft at the allocated AIIMS.
Candidates availing PWBD horizontal reservation in the 2nd round must show valid proof to claim the reserved seat at allocated AIIMS when they are depositing original certificates/Demand Draft of Rupees 1Lakh. In case they do not possess a valid certificate then their claim for the reserved seat allocated in 2nd Round will be nullified and they will be eligible to appear in the 3rd Round as UR/OBC/SC/ST candidate in their respective category as applicable without PWBD reservation, provided they deposit the original certificates/Demand Draft at the allocated AIIMS.
If the candidate who had chosen Option 2 gets a seat in the 2nd Round that is higher than the already allotted seat in the 1st Round, then the seat allotted in the 1st Round will be released for 2nd Round of Counselling.
All disputes pertaining to the conduct of the examination by AIIMS and Online Counselling/Seat Allocation will be subject to the jurisdiction of High Court of Delhi.
Candidate depositing Rs. 1,00,000/- (Rs. One Lakh) DD must submit original documents within 05 days failing which candidature may get cancelled.
Failure to login and selecting an option within date and time specified will lead to forfeiture of the allotted seat and render you ineligible for 3rd round.
